Two Deans from Northwest University of Political Science and Law Invited to Attend the 10th International Nevsky Forum in Russia

    From June 25th to 29th, at the invitation of North-West Institute of Management of Russian Presidential Academy of National Economy and Public Administration (RANEPA), a partner institution of Northwest University of Political Science and Law, Dang Lei, Dean of the School of Economic Law (School of Intellectual Property), and Shang Haiyang, Dean of the School of Politics and Public Administration, traveled to St. Petersburg, Russia, to attend the 10th International Nevsky Forum and deliver keynote speeches.

    Dang Lei delivered a keynote speech entitled “Institutional Framework for Streamlining Authorisation Mechanisms to Enhance the Administrative Efficiency of Government Procurement and Cultural Services” He explored how institutional innovation under the Copyright Law could be leveraged to establish simplified licensing mechanisms, strengthen administrative coordination, and harness technology to develop a fairer, more efficient, and more transparent system for the provision of cultural services, thereby enhancing the administrative efficiency of government

procurement of cultural services.

    Shang Haiyang delivered a keynote speech entitled “Transnational Research Cooperation and Human Capital Improvement: Joint Responses to Food Security Challenges Under Climate Change. Based on Comparative Research in Southeast Asia and Central Asia. He argued that cross-border research cooperation can serve as a capacity multiplier by building human capital through data sharing, joint research and development, and talent exchanges, thereby strengthening climate resilience in agriculture. He further proposed that China could leverage South–South cooperation and the Belt and Road Initiative to establish joint laboratories and agricultural technology training systems, helping countries in South and Central Asia build an international community for agricultural research cooperation encompassing data, technology, and talent.

    During the forum, Dang Lei and Shang Haiyang held in-depth discussions with Zhang Xiaoqing,

Deputy Consulate-General of The People’s Republic of China in Saint Petersburg, on promoting cooperation between Northwest University of Political Science and Law and Russian universities. They subsequently held a joint discussion with Professor Andrei Khlutkov, President of the North-West Institute of Management of RANEPA, and Yuri Romanovsky, President of Polotsk State University‌, engaging in extensive exchanges and in-depth discussions on international cooperation in higher education talent cultivation. 

    The International Nevsky Forum is an international academic exchange event initiated by the North-West Institute of Management of RANEPA. Having been successfully held for ten editions, the forum is dedicated to facilitating constructive dialogue on key issues of contemporary international society. The Forum focused on discussions related to governance, stability, and effective development for the interests of society, nations, and enterprises. Since 2022, Northwest University of Political Science and Law has sent more than 70 faculty members and student representatives to participate in four editions of the International Nevsky Forum.
