From May 21st to 25th, 2026, a six-member delegation from Kazakhstan, led by Darkhan Akhmed-Zaki, Rector of M. Auezov South Kazakhstan University, Akynkozha Zhanibekov, Vice Rector of the university, and Maksat Kusherov, Deputy Chairman of the Administrative Committee of the JSC Management Company of the Special Economic Zone “Ontustik”, visited Northwest University of Political Science and Law. The delegation participated in the 2026 Silk Road International Conference on Cooperation and Integration of Industry, Education, Research and Application and Education Cooperation and Exchange Activities, as well as a series of related exchange activities organized by the university.
On May 22nd, Party Secretary Zhao Wandong, Deputy Party Secretary and President Fan Jiuli, and Member of the Party Committee and Vice President Shan Wenhua met with the delegation at Chang’an Campus and attended the cooperation signing ceremony. Zhao Wandong stated that, against the backdrop of high-quality joint construction of the Belt and Road Initiative and the China–Kazakhstan comprehensive strategic partnership, the university is willing to leverage the China Center for Belt and Road Business Environment Services as a platform to deepen cooperation in foreign-related legal talent cultivation, faculty exchanges, and collaborative research, and to build a new hub for cooperation in legal education with Central Asian countries. Fan Jiuli stated that the signing of the cooperation agreements marked the transition of the China Center from its establishment to substantive operation. The Center’s network of partners has been further expanded, and the agreements signed with multiple institutions will jointly provide solid support for the Center’s sustainable and effective operation. Darkhan Akhmed-Zaki spoke highly of the university’s profound foundation in legal education and its remarkable achievements in Central Asian legal studies. He expressed his willingness to continuously promote the establishment of a long-term cooperation mechanism between the two sides, jointly enhance the quality of foreign-related legal talent cultivation, and strengthen regional legal service capacity.
At the cooperation signing ceremony, Northwest University of Political Science and Law signed the Agreement on the Joint Establishment of the "Belt and Road" Business Environment Service China Center with M. Auezov South Kazakhstan University and the JSC Management Company of the Special Economic Zone “Ontustik” of Kazakhstan. The university also signed multiple cooperation agreements with institutions including the People’s Government of Bortala Mongolian Autonomous Prefecture, Shaanxi Media Convergence, Law School of Xinjiang University, and the Shaanxi International Communication Center, covering areas such as the development of a foreign-related rule-of-law system, academic exchange, resource sharing, international communication, and collaborative talent cultivation.
On the same day, the 2026 Silk Road International Conference on Cooperation and Integration of Industry, Education, Research and Application and Education Cooperation and Exchange Activities, hosted by the People’s Government of Shaanxi Province and organized by the Education Department of Shaanxi Provincial Government and Northwest University, was held in Xi’an. At the conference, Northwest University of Political Science and Law, together with M. Auezov South Kazakhstan University and the JSC Management Company of the Special Economic Zone “Ontustik” of Kazakhstan, officially inaugurated the "Belt and Road" Business Environment Service China Center(Kazakhstan·China Office). The university also signed the Agreement on Industry–Education–Research–Application Cooperation in Foreign-Related Rule of Law with Xi’an Xixian New Area Primary People’s Court and the People’s Government of Bortala Mongolian Autonomous Prefecture. These initiatives further expanded the university’s cooperation networks with local governments and judicial institutions, providing a stronger platform for the cultivation of foreign-related legal professionals and innovation in legal practice.
On May 23rd, the university held the international academic symposium on “Foreign-Related Rule of Law and Regional Synergistic Development between China and Central Asia.” The Kazakhstan delegation, relevant university departments, and faculty and student representatives attended the event. On behalf of the university, President Fan Jiuli presented the Volumes Ⅰ to Ⅴ of Xi Jinping: The Governance of China to South Kazakhstan University. The two sides engaged in in-depth exchanges on faculty and student exchange mechanisms, academic research and platform development, a 2+2 dual-degree undergraduate program, and the collaborative cultivation of foreign-related legal talent. Before the symposium, the Kazakhstan delegation visited the "Belt and Road" Business Environment Service China Center(Kazakhstan·China Office), the Institute of Legislation, and the Institute of Ma Xiwu’s Trial Mode.
During the visit, the university and the Kazakhstan delegation planted the “China–Kazakhstan Rule of Law Friendship Tree,” paid a joint visit to the Consulate General of the Republic of Kazakhstan in Xi’an, and conducted an inspection and exchange at Xi’an Chanba International Port.
In recent years, Northwest University of Political Science and Law has fully leveraged its strengths in law to serve the Belt and Road Initiative and China–Central Asia cooperation. Going forward, the university will take the "Belt and Road" Business Environment Service China Center(Kazakhstan·China Office) as a key platform to continuously enhance its international cooperation and the cultivation of foreign-related legal talent, and to make new and greater contributions to advancing legal exchanges with Central Asian countries and to the high-quality construction of the Belt and Road Initiative.
