Chapter I General Provisions
Article 1 In order to implement the “Belt and Road Initiative (BRI)” and the plan of “Educational Acts to Promote the Construction of BRI” promulgated by the Ministry of Education, Northwest University of Political Science and Law (NWUPL) sets up Belt and Road(B&R) Scholarship for International Students, aiming to improve the level of international education by promoting educational exchanges with the countries along the Belt and Road and attracting more excellent students from B&R countries and other countries.
Article 2 The B&R Scholarship for International Students is composed of two parts: basic scholarship and living allowance.
Article 3 Candidates for the Scholarship shall be selected on the considerations of outstanding academic performance and moral conduct in a standardized, objective, and impartial manner.
Chapter II Basic Scholarship
Article 4 Applicants: Basic Scholarship is applicable for non-Chinese students who apply to study at NWUPL for at least one semester.
Article 5 Content: Basic scholarship covers the exemption of tuition, accommodation fees, insurance premiums and the costs of essential teaching materials.
Article 6 Requirements
(1) The qualifications of applicants shall meet the requirements of the relevant documents formulated by the Ministry of Education, such as the “Regulations on the Recruitment and Training of International Students”.
(2) Applicants should be excellent in academic performance.
(3) Applicants for a bachelor’s degree shall pass Hanyu Shuiping Kaoshi (HSK) Band 4 or above; applicants for a master’s or doctoral degree shall pass HSK Band 5 or above.
Article 7 Procedure of Evaluation
(1) Basic scholarship shall be applied for before admission. Students submit application materials for the scholarship to the International Exchange and Cooperation Office (School of International Education) together with the application for admission.
(2) The International Exchange and Cooperation Office (School of International Education) selects candidates on the basis of video interview and application materials, taking into account applicants’ academic and other performances, the overall situation of applicants, the financial situation of the university, and national policies.
(3) The International Exchange and Cooperation Office (School of International Education) will send the admission notices, visa materials, and scholarship evaluation results to the applicants accepted.
Chapter III Living Allowance
Article 8Applicants: Living Allowance can be applied by students who have studied in NWUPL for at least one semester.
Article 9 Content: Each candidate for a bachelor’s, master’s, or doctoral degree may be subsidized with 2500 RMB, 5000 RMB, and 7500 RMB respectively for one semester.
Article 10 Requirements
(1) Applicants must abide by the laws and regulations in China, as well as the rules and regulations at NWUPL.
(2) Applicants shall have positive learning attitude, good classroom performance and qualified academic transcript.
(3) Applicants shall be honest and trustworthy, and put in great overall performance.
Article 11 Procedure of Evaluation
(1) Candidates for living allowance will be evaluated on the basis of their performance in the previous semester. Students should submit the application for living allowance to the International Exchange and Cooperation Office (School of International Education) within the first week of the semester.
(2) The International Exchange and Cooperation Office (School of International Education) selects candidates with a maximum of half the number of all international students by taking into account applicants’ disciplinary and academic performances, the overall situation of applicants, the financial situation of the university, and national policies.
Chapter IV Awarding, Administration and Supervision
Article 12 The above mentioned fees shall be exempted as basic scholarship, and living allowance will be awarded on a quarterly basis.
Article 13 Students who fail courses of more than 10 credits in one semester, or who are absent for more than 18 class periods without reasonable excuses shall be denied the qualification for scholarship in the next semester.
Article 14The International Exchange and Cooperation Office (School of International Education) will supervise the scholarship-winning students. If a student is found to be fraudulent in the process of scholarship application, or violates laws and regulations, or commits other acts that cause serious consequences, the qualification shall be cancelled and the scholarship shall be suspended.
CHAPTER V Supplementary Provisions
Article 15 The management of scholarship for International Students from non-B&R countries shall be implemented in accordance with the provisions hereof.
Article 16 The provisions hereof come into effect as of the date of approval by the President’s Administrative Conference of NWUPL.
Article 17 The President’s Administrative Conference of NWUPL authorizes the International Exchange and Cooperation Office (School of International Education) to reserve all rights to interpret the provisions hereinbefore.
